Edudzi Tamakloe Takes Over NPA Amid Fuel Shortages and Rising Costs

Edudzi Tamakloe, the Acting Chief Executive Officer (CEO) of the National Petroleum Authority (NPA), steps into his new role during a challenging period for Ghana’s energy sector. With fuel shortages looming and the rising cost of petroleum products, his leadership is crucial for ensuring a steady supply of fuel across the nation, which plays a vital role in sustaining businesses and the broader economy.
Tackling Fuel Supply Challenges in Northern Ghana
One of the first issues Tamakloe will address is the logistical challenges impacting fuel supply, especially in the Northern regions of Ghana. To resolve these disruptions, the NPA has introduced significant measures. Oil Marketing Companies (OMCs) have been granted special permission to load petrol from the Bulk Energy Storage and Transportation Company (BOST) depot in Kumasi, ensuring the continuous supply of fuel to the five northern regions.
NPA; Soaring Fuel Prices: Public and Business Concerns
Alongside supply issues, the rising cost of fuel, with petrol and diesel prices nearing GHโต16 per litre, has sparked widespread concern among businesses and consumers. The affordability of fuel is now a significant topic of debate, with many questioning whether the NPA will work with the government to implement strategies like suspending certain petroleum product margins, a tactic previously used to ease price hikes.
Calls for Reforms in Petroleum Product Pricing
Industry stakeholders, including the Africa Centre for Energy Policy (ACEP), have raised alarms about the margins and levies imposed on petroleum products. Kodzo Yaotse, ACEPโs Policy Lead for Petroleum and Conventional Energy, has criticised these margins, arguing they burden consumers. He calls for these margins to be converted into tax handles under government control, ensuring the revenues contribute to national development.
NPAโs Role in Pricing and Ensuring Quality Fuel
Yaotse also stressed that the NPAโs primary focus should be on ensuring an adequate and high-quality fuel supply for the nation, rather than collecting fees for transportation or other purposes. “NPA is already compensated for its work. The cost of the product should inherently cover its responsibilities,” he explained.
Addressing the 2024 Petroleum Products Pricing Guidelines
Another major challenge facing Tamakloe is the 2024 Petroleum Products Pricing Guidelines. These guidelines establish a price floor, below which OMCs cannot sell their products. However, critics, including the Chamber of Petroleum Consumers, have proposed introducing a price ceiling alongside the price floor. This would create a balance between market deregulation and consumer protection, ensuring fair pricing for consumers while keeping the market competitive.

As Tamakloe takes the reins at the NPA, he will need to make bold decisions to stabilize the country’s fuel supply, address rising fuel prices, and implement policies that will build confidence in Ghana’s petroleum sector.
